Why do the examer have to re-take the portion of the exam that they have already mastered?

Masterd portions of the exam do not need to be retaken.

I wanted to know if the sub diploma had to be purchased after the test were taken.

The SubInstructor, SubAssessment (the tests), and SubDiploma are all included together. If you have already purchased the tests, the SubDiploma is also included.
